Title: PCB missing metalized pads?

Hello,

I am half way thru my first kit and find that the main PCB is missing a few metalized holes in it. Specifically C-5 is missing one pad, and the relay is missing 2 pads. (see attached pictures).

Is this on purpose? Or a defect? I tried, briefly to solder C-5 in place and failed.

Any guidance or insight is greatly appreciated.

This is not a pad but a via which connects top to bottom tracks.
No component should go there.
