I’ve turn all the trim pots fully CCW. I am getting proper supply voltages (V+ and V-), even at U8/U9 comparator ICs. GRM signal is 0VDC. Otherwise unit appears to work (passes signal, get 24VAC at full gain, peak knob at 100 gets output down to < 1VAC, etc.)

You may have an issue around U7-R36. Check value, direction and solder joints.
What DC voltage do you get on R37, any side against 0V?

Solder bridge in that area found and fixed (now 15.5 and 2.5 VDC between each leg of R36 and GND, was 15.5 and 0 VDC but no short to GND).
